The activities of hotels are regulated by the Rules for the Provision of Hotel Services in the Russian Federation, approved by RF Government Resolution No. 1085 of 09.10.2015 (hereinafter referred to as the Rules).
The rules do not apply to the activities of youth tourist camps and tourist bases, campsites, children's camps, departmental dormitories, and the rental of furnished rooms for temporary residence.
InformationThe hotel sign must contain the following information:
- name and company name (if any), address for a legal entity or last name, first name, patronymic (if any), address of the place of business, state registration and name of the registering authority for an individual entrepreneur, working hours
On the hotel premises, on the hotel website on the Internet, the contractor is obliged to provide the following information:
- about the contractor, his contact telephone number, as well as the details of the document confirming the fact of entering information about a legal entity into the Unified State Register of Legal Entities or the fact of entering information about an individual entrepreneur into the Unified State Register of Individual Entrepreneurs, indicating the body that carried out the state registration;
- about the higher organization (if any);
- on assigning a category to a hotel, if such a category was assigned, indicating the assigned category, the name of the accredited organization that carried out the classification, the date of issue and number of the certificate, and its validity period;
- on certification of services, if such certification was carried out in the manner prescribed by the hotel services certification system;
- about the category of hotel rooms (if a category is assigned) and the price of the rooms (beds in the room);
- about the list of services included in the price of the room (bed in the room);
- on the form and procedure for payment for hotel services;
- on the list and price of other paid services provided by the contractor for a separate fee, the conditions for their acquisition and payment;
- about the form, conditions and procedure for booking, cancellation of booking;
- about the maximum period of stay in the hotel, if it is set by the contractor;
- on the list of categories of persons entitled to receive benefits, as well as the list of benefits provided when providing hotel services in accordance with laws and other regulatory legal acts;
- about other paid services provided by third parties at the hotel;
- about the time of arrival (departure) from the hotel;
- about the rules of residence established by the contractor (must be in each room).
The information must be available to an unlimited number of people during the entire working hours of the hotel.
ReservationThe Contractor has the right to make a reservation in any form that allows it to be established that the request comes from the consumer or customer.
Booking types:
- A guaranteed reservation, in which the hotel awaits the guest until check-out time on the day following the scheduled arrival date. In the event of a late cancellation, late arrival, or no-show, the guest or the customer will be charged for the actual downtime of the room (or bed in the room), but no more than one day. If the guest is late by more than one day, the guaranteed reservation is cancelled.
- a non-guaranteed reservation, in which the hotel waits for the consumer until a certain time, set by the provider, on the day of arrival, after which the reservation is cancelled.
A reservation is considered valid from the moment the consumer receives notification containing information about the provider's name, the customer (consumer), the category (type) of the booked room and its price, the booking conditions, the length of stay at the hotel, and other information determined by the provider. The consumer has the right to cancel the request. The procedure and form for canceling a reservation are determined by the provider. If there are no available rooms on the date specified in the request, the provider has the right to refuse the reservation.
AgreementThe contract for the provision of hotel accommodation services is concluded in writing upon presentation of an identity document by the consumer. The contract must specify:
- name of the contractor (for individual entrepreneurs - last name, first name, patronymic), information on state registration;
- information about the customer (consumer);
- information about the room provided (place in the room);
- price of the room (bed in the room);
- period of stay at the hotel.
ServicesThe Contractor provides 24-hour service to customers arriving and departing from the hotel. Customers check in and out of the hotel according to the check-out time, which is set at 12:00 a.m. local time. The Contractor reserves the right to change the established check-out time, taking into account local conditions and the specifics of its operations.
The price of a room (a place in a room), the rules of accommodation, the list of services included in the price of a room (a place in a room), as well as the procedure and methods of payment for a room (a place in a room), the time of arrival, the maximum period of stay at the hotel (the same for all consumers) are established by the provider.
At the request of the consumer, the contractor is obliged to provide the following types of services without additional payment:
- calling an ambulance and other emergency services;
- use of a first aid kit;
- delivery of correspondence addressed to the consumer to the room upon its receipt;
- wake up at a certain time;
- provision of boiling water, needles, threads, one set of dishes and cutlery;
- other services at the discretion of the contractor.
ResponsibilitiesThe consumer is obligated to pay for hotel services and other paid services provided with the consumer's consent in full upon their provision to the consumer, or, with the consumer's consent, upon conclusion of the contract. When making payments to the consumer, the provider issues the consumer a cash receipt or a document drawn up on a strict accountability form. Payment for hotel accommodation is charged according to the checkout time, and in the event of a consumer's delayed checkout, according to the procedure established by the provider. For consumer check-in from midnight until the established checkout time, the payment for accommodation is charged in an amount not exceeding the fee for half a day.
RightsThe consumer has the right to refuse to perform the contract at any time, subject to payment to the contractor of the actual expenses incurred.
The contractor has the right to unilaterally refuse to perform the contract if the consumer violates the terms of the contract, in which case the consumer shall reimburse the contractor for the expenses actually incurred.
The contractor is responsible for the safety of the consumer's belongings.
The consumer is responsible and will compensate for any loss or damage to hotel property due to his fault.
For violations of consumer rights, the contractor shall bear liability as provided for by the legislation of the Russian Federation and Articles 12–16, 27–31 of the Law of the Russian Federation of 07.02.1992 No. 2300-1 “On the Protection of Consumer Rights.
